Committee adopts clarifying amendments and advances bill letting commissioner set fee amounts and clarifying new-agent appointment fee

House Bill 2,050 would convert certain statutory fees into ceilings and authorize the Commissioner of Insurance to set the specific fee amounts up to those statutory maxima. The Commissioner would be required to announce and cause to be printed in the Kansas Register the amount of affected fees by Dec. 1 each year.
The House Committee on Insurance had previously amended the bill to clarify the fee charged for each newly certified agent. Committee discussion revealed confusion about when and how often the $2 appointment fee (and similar fees) would be charged. Senator Francisco offered an amendment that specifies the newly certified-agent appointment fee is a one-time, nonrecurrent fee that constitutes the only appointment fee charged for the duration of the agent's employment with the appointing company; the reviser said that wording would be repeated in several places in the bill to align fee language consistently.
Senator Francisco moved that amendment and the committee adopted it by voice vote. A separate technical amendment changing publication to the Kansas Register (moved by Senator Fagg, seconded by Senator Cluse) also passed. Senator Rose moved that the committee pass House Bill 2,050 as amended favorably; the motion was seconded and the committee passed the bill out favorably by voice vote. The chair paused the meeting afterward to give members a break, noting the committee had processed several bills in the session.
