Committee advances bill to change report requirements and broaden 'person' in enforcement statute

House Bill 2,048 would remove the requirement that the Commissioner of Insurance submit two specific reports to the governor and would strike certain named entities from the statutory definition of "person" within the insurance enforcement statute, which has the effect of broadening who may be covered by enforcement provisions.
Eileen (committee reviser) briefed the committee. Senator Francisco asked whether an amendment adopted in the mirror Senate bill would carry through; the reviser explained that the Senate version had been amended to require the report instead be generated and placed on the Insurance Department'website. The reviser said that change in the Senate bill had become the Senate position and that the House Committee on Insurance had passed the Senate bill with that amendment.
The committee adopted an amendment (moved by Senator Gossage) and then voted to pass HB 2,048 as amended out favorably (motion moved by Senator Fagg, second by Senator Francisco). During discussion, senators asked procedural questions about how many companion or "shell" bills exist in the session; the reviser said the count was fluid because the House had requested additional bills.
The committee passed the amendment and advanced the bill favorably by voice vote.
