Wapello County agrees to act as responsible entity for HUD environmental review on Indian Hills Community College project

The Wapello County Board of Supervisors agreed to serve as the responsible entity to sign an environmental review for an Indian Hills Community College project that requires a HUD environmental review under 24 CFR part 58.
Jennifer Wilson, representing Indian Hills Community College, told the board the college will not have any financial responsibility through the county for the environmental review process. She said the review is required for HUD-funded projects. Chris Bowers of the Regional Planning Commission said his agency will prepare the environmental review; because the county is the responsible entity, it will sign the final environmental determination after the Regional Planning Commission completes the 24 CFR part 58 process.
The project discussed was described in the meeting as a roughly $1 million concreting project related to CDL training. Supervisors asked that staff ensure all filing deadlines are met and confirmed that Regional Planning Commission staff would assist with submissions in the HEROES database and other HUD-required steps. The board approved the designation by voice vote.
