Collierville approves interlocal agreement to adjust boundary with Germantown along Winchester Road

Collierville aldermen approved an interlocal agreement with Germantown that will transfer a narrow strip of unincorporated land along Winchester Road to Germantown and add a valve to the shared water interconnect at no cost to Collierville.
The Collierville Board of Mayor and Aldermen on March 10 approved an interlocal agreement with the city of Germantown to realign municipal boundaries along Winchester Road.
John Fox, director of public utilities, told the board the agreement would allow Germantown to annex approximately 610 feet by 20 feet of unincorporated land that includes the Winchester Road right-of-way just west of Houston Lehi Road. Fox cited Tennessee Code Annotated 6-51-302, which authorizes contiguous municipalities to adjust boundaries when those boundaries do not align with existing or proposed public rights of way.
As part of the agreement, Collierville will relinquish its rights to a 4,450-foot section of waterline located just outside its municipal boundary. Germantown has agreed to install a valve at Collierville’s western boundary at no cost to the town; the valve will remain closed and locked and can be opened only with authorization from both municipalities in an emergency or by mutual agreement, Fox said. The arrangement is intended to eliminate an unincorporated gap between the two municipalities and to ensure emergency interconnectivity between water systems.
Vice Mayor Stamps asked several clarifying questions about how the interconnect works and whether the county or Memphis has lines in the area. Fox explained the connection is part of a cluster of valves providing interconnectivity between Collierville, Germantown and Memphis Light, Gas & Water, and that the valve insertion will not change normal operations but will provide a closure point for mutual aid if authorized.
The board moved, seconded and approved the interlocal agreement by roll call: Miss Marshall, Mister Stamps, Mister Robbins, Mister Hall, Mister Jordan and Mayor Frasier all voted yes.
