Council discussion pauses major airport master-plan work while staff focuses on fuel, noise and microgrid items

Palo Alto city staff told the council Monday they intend to pause primary work on the long-range airport master plan for roughly a year in order to prioritize a set of immediate operational and sustainability items, including efforts to phase out leaded aviation fuel, improved noise monitoring and a solar/microgrid study.
The airport has drawn repeated public comment in recent months. Dozens of pilots, flight instructors and local aviation advocates told the council they support continued master planning because the airport serves as a training and economic asset and because several capital projects are ready to advance. Nearby residents and environmental advocates had urged the council to limit runway extensions and to place stronger limits on operations.
City staff explained the decision as a capacity-driven step: the small airport staff team is already committed to implementing specific deliverables this year — negotiating a new fixed-base-operator (FBO) lease structure that incentivizes unleaded-fuel availability, conducting a fee-study to align airport revenues and costs, implementing new noise-tracking software to proactively identify flights that do not follow voluntary noise-abatement guidance, and advancing a microgrid/solar feasibility study tied to the city’s reliability and resiliency strategic plan. Staff said those items require sustained staff and consultant attention; intensive community outreach and consultant-led planning for a full master plan would limit staff bandwidth to advance the “operational” items.
Staff also said the city will continue to coordinate with FAA and other agencies; staff expects to seek an extension from FAA for master-plan timing rather than cancelling the planning entirely. Council members asked staff to ensure the pause would not jeopardize FAA-funded capital projects and requested a clear list of which airport elements will move forward this year. Staff listed near-term projects including: reevaluation of FBO lease terms to promote unleaded fuel availability and competitiveness, a fee/revenue study, reinstallation of air-quality or lead monitoring, microgrid and solar infrastructure study for resiliency, and completion of several capital items (for example, an automated weather observation station project already underway).
Public commenters representing flying clubs, disaster response teams and aviation businesses urged continued master-plan work and suggested the airport is a regional asset; others urged the city to prioritize community noise and health protections. Council members requested staff provide a clear timeline and to consult with FAA about any necessary extensions; staff said the FAA has historically granted extensions for master-plan timelines and that they will manage FAA coordination.
No formal resolution was adopted to change the master-plan process. Staff said they would pursue the pause while continuing targeted work and return with a refined plan and schedule for the master plan later this year.
