The Iron County Commission ratified a contract with Emergency Services Consulting International (ESCI) to conduct a countywide fire-district feasibility study.
Staff said ESCI has begun gathering call-volume and operational data across county fire providers and that the firm will issue recommendations on districting options, funding models and service delivery. Commissioners and local chiefs discussed the county's geographic diversity — including Brian Head, Paragonah/Parowan, Newcastle and the western desert — and emphasized that different parts of the county have varying needs, staffing models (volunteer vs. paid), equipment and mutual-aid relationships.
Fire leaders asked to be involved in the data-gathering and said the study should reflect local realities such as mutual aid, seasonal visitation and expanding call volumes in some areas. Commissioner Blake (liaison to the project) and Chief Royce (Paragonah/Parowan) urged a measured approach; staff said the contract ratification before the commission was a procedural step to allow ESCI to proceed with data collection.
A motion to ratify the contract was moved, seconded and carried unanimously. Commissioners and chiefs discussed possible outcomes ranging from maintaining current arrangements to forming one or multiple taxing districts; the study will analyze costs, response times, taxing authority implications and governance options.
