Seaman board delegates needs-assessment work to principals, discusses demographic study

The Seaman USD 345 Board of Education voted on March 25 to delegate building-level needs assessments to school principals rather than requiring board members to conduct those assessments themselves.

Superintendent Mr. Wilson (role: Superintendent) briefed the board on enrollment trends and the district’s staffing levels before the vote. He said student headcount has fallen by about 320 students in recent years while certified staff increased historically, though district staff were reduced by 5.5 positions last year and another six positions were cut for the coming year through attrition. "If we do not address this, we will not have enough money to pay our bills," Mr. Wilson said while describing planned reductions and the need for better data to guide long-term decisions.

Wilson recommended commissioning a demographic study to inform decisions about staffing, facility use and budgeting. He described Rob Schwartz’s firm (RSP) as a typical vendor for district demographic studies and said an updated heat-map study would show where residential and student population growth or decline is occurring. The board asked for a presentation by Schwartz at a later meeting to better understand scope and cost.

Board members discussed the legislature’s evolving needs-assessment language and whether the board or principals should complete the required work. Several members favored empowering principals to gather building-level input from staff and site councils and present summarized findings to the board. After discussion, board member motioned "for building principals to do the needs assessment process and present their results to the board of education for approval." The motion passed on a voice vote.

Board members described the principals’ role as collecting input, identifying barriers tied to board priorities (such as reading proficiency by third grade and staff retention), and recommending budget reallocations tied to the board's five prioritized goals. The board instructed principals to present findings and suggested budget actions in a single session so the board could answer its required questions and prioritize potential reallocations during the June budget discussions.

The board also discussed timing for Rob Schwartz to present options for a demographic study and asked staff to seek more information on cost and deliverables before returning to the board for a decision.
