Commission approves rezoning for Summit property to allow tree farm, cabins and event space

The Iron County Commission voted unanimously to rezone approximately 5.28 acres near Interstate 15 in Summit from Residential (R-1, half-acre) to Commercial C at the request of property owner Edward Kelly Blackburn.
County planning staff told the commission the parcel has operated as a commercial Christmas-tree operation and that current zoning limits other commercial uses. The planning commission reviewed the request and had approved a conditional use permit for a commercial plant nursery and a resort-lodge-style use — allowing wedding receptions and small rental cabins — contingent on the zone change.
Staff noted utilities constraints: the property is served by a private well and a 3,000-gallon tank; the applicant will need to demonstrate septic and potable-water capacity for any additional overnight units or larger gatherings, and Southwest Public Health will review septic designs and approvals. The conditional use permit contains timelines and requirements for temporary facilities and for submittal of septic plans as development proceeds.
The commission opened the required public hearing and reported no speakers at the meeting. Reed (county planner/staff) and the planning commission recommended approval based on location adjacent to existing commercial uses, road access and the applicant's plan to meet public-health rules for gatherings.
Motion to approve the zone change was made, seconded and carried unanimously. Commissioners noted that further development would be regulated by the conditional use permit and public-health requirements.
