District staff provided the board with a legislative update, reporting multiple bills the district opposed had died and that lawmakers continue to amend measures affecting school funding and property tax.
The staff member said the district had identified eight "key bills," noting that six of them the district opposed "died." He said the state aid formula bill was scheduled for committee and cited a proposed 1.25% increase in state aid; district staff said they requested the formula be amended to reflect a 3% adjustment tied to the district's calculation method. "We already know what the inflation was ... that's how they do it," he said.
On property-tax reform, the presenter discussed Senate Bill 216, described as the governor's property-tax bill, and said the measure had been amended to include different caps on new construction and to sunset most provisions after five years. "The last amendment I saw is a little better than the original bill," he said, but added the bill's status remained uncertain.
He summarized other bills the district had monitored, including: a teacher-reimbursement bill for national-board certification that he said passed; House Bill 1130 on permissible municipal and school election dates; House Bill 1259 on multi-occupancy bathroom provisions (amended); Senate Bill 169 regarding public hearings on opt-outs; and other measures that had been amended, failed or remained in play.
