The Richland hearing examiner heard a special use permit application for an expansion of Musser Landscaping on Buckskin Lane and closed public comment after staff said there were no written complaints on file and only a single phone inquiry about the required sign.
Planner Mr. Nelson described the request as an approximately 1.5‑acre laydown area for an existing landscaping business. Nelson said the existing business at 1752 Buckskin Lane operates under a prior special use permit and that the expansion area at 1770 Buckskin Lane is currently zoned agricultural while the comprehensive plan designation for the broader area is commercial. The applicant proposes to surround the expanded yard with a six‑foot privacy fence.
Nelson said staff reviewed city files and did not find any code enforcement complaints or written public objections related to the business since the original permit was granted in 2016 (file SUP 2016‑1001). He said the Planning Department received one phone call from the property owner asking that the project sign be removed shortly after it was posted.
No applicant representative appeared at the hearing for the Buckskin Lane item; Shane O'Neil, who was present for the earlier item, reported he had contacted Mr. Musser and said the applicant had a family medical reason for not attending. The hearing examiner said that because no substantive complaints were raised and staff found no enforcement history he would take the application under advisement and issue written findings. "Musser should be commended that this wasn't one... there were a lot of people that speculated about trouble that could happen... and I'm glad to hear that it didn't come to pass," the hearing examiner said.
The examiner closed the public hearing for the Buckskin Lane application and said he will issue written decisions on both the Buckskin Lane and Queensgate items by the end of the month. No final vote or permit approval was announced at the hearing.
