Historic Preservation Commission approves City Dock Phase 2; mayor says project is necessary for downtown flood protection

The Historic Preservation Commission unanimously approved Phase 2 of the City Dock Plan, Mayor Buckley reported to the Annapolis City Council on March 10, and city staff say Phase 2 is a required element of downtown flood protection.
Mayor Buckley told the council Phase 2 includes the Maritime Welcome Center, a new Vince Liggett Park at the end of Prince George Street and an ADA-compliant entrance to the Burdick House. When combined with other elements of the City Dock Plan, the mayor said, Phase 2 will ensure continuous flood protection from City Dock through to the U.S. Naval Academy.
The mayor also said the Welcome Center will house the harbor master’s headquarters, a satellite Visit Annapolis office and flexible space for water education and related activities. Project coordinator Eileen Fogarty and staff from Public Works, BCT and Whiting‑Turner were thanked for their multi‑year work on the plan.
The mayor asked residents who testified during the six‑year process to accept the city’s thanks and said ongoing feedback improved the design.
No formal council vote on Phase 2 was recorded in the March 10 minutes; the mayor’s update served as an information report to the council.
