Enid district says cellphone policy committee drafting rules as state bills move forward

Superintendent Dr. Darrow told the board the district is drafting a local cellphone policy while state lawmakers consider bills that would affect schools.
Dr. Darrow said state legislation introduced by Rep. Chad Caldwell in the Oklahoma House and a companion Senate bill are moving through the legislature and that the governor has expressed support for action. He said the district’s cellphone committee met recently and will meet again on April 16 to continue drafting a policy.
“There’s also a house. There’s also a bill on the senate side addressing cell phones. So, I anticipate after legislation has happened to implement a policy,” Dr. Darrow said. The committee is working through details such as whether students may use phones during lunch, rules for field trips and whether policies will apply during school activities.
Board members and staff were told the district intends to adopt a policy that is “obtainable” and implementable by teachers and administrators. Dr. Darrow added that change will require time and effort from staff and parents. “This is going to be a big culture shift,” he said, noting the emphasis will be greatest at the secondary level.
The committee’s materials presented to the board were described as a “very, very, very rough draft.” The district did not present a final policy at the meeting; members directed staff to continue committee work and return with more detailed language for board consideration after the next committee meeting.
