Council backs applications for three MDOT bridge grants and approves design contract for Emmons Bridge

John Kizzo (staff) asked the council to approve submissions for MDOT critical-bridge grants for three bridges: Howard Street over the Sexton Kilfoil Drain (Structure 12501), Frank Street over the North Branch of the Ecorse Creek (Structure 12502), and Porter Street over the North Branch of the Ecorse Creek (Structure 12503). Kizzo said there is no immediate financial impact from filing the grant applications.
Separately, the council considered a design-and-engineering services proposal by Hennessey Engineering and Link Engineering for the bridge on Emmons Road over the Ecorse River, a project for which the city previously received a grant for construction planned in 2026. The council was presented a cost not to exceed $63,500 for design and engineering services, to be charged to account 202480818000.
After motions and seconds, the council approved the grant-submission resolutions and the Emmons Bridge design contract by roll-call votes recorded as unanimous: Councilperson Nichols — yes; Ross — yes; Baer — yes; Dupree — yes; Salcedo — yes; Zohr — yes; Mayor Maureen Tobin — yes.
City staff said MDOT did not approve last year's bridge submittals and the city is re-submitting applications this cycle. The design authorization for Emmons Bridge will allow engineering work ahead of the construction year identified by the grant.
