Major approvals included professional-services agreements for engineering and permitting work and a construction contract for a water-main replacement. Council members also voted on several zoning petitions; most passed, one failed. The meeting included multiple unanimous votes with limited debate.
File number 2025-0049: The council approved a professional services agreement with MSMM Engineering LLC to provide consulting and design services for the Texaco Road Rehabilitation project (project P250201) in the amount of $86,850. The item opened for public hearing with no public speakers and passed unanimously.
File number 2025-0050: The council approved a professional services agreement with Shred, Perkendahl, and Associates Inc. for engineering services on the Lakewood Pump Station discharge modifications (project P241106) with a not-to-exceed amount of $204,885.40. The item passed unanimously after no public comment.
File number 2025-0051: The council approved a professional services agreement with Elos Environmental LLC for permitting and environmental services (project P250202) not to exceed $300,000. Officials said these on-call task-order contracts allow staff to commission work quickly for multi-year permitting needs. The ordinance passed unanimously.
File number 2025-0052: The council approved a professional services agreement with Bella Marketing LLC, doing business as Coastal Permitting, for coastal permitting services (project P241201) not to exceed $300,000. Julie Abare, owner of Coastal Permitting, spoke briefly in support. The council approved the contract unanimously.
File number 2025-0058: The council awarded a construction contract to LA Contracting Enterprise LLC for phase 3 of the Bonnie Carey Spillway water-main replacement (project KS-105) in the amount of $3,371,000. Staff said the work will install an 8-inch HDPE water line for about 3,800 linear feet and complete the parish's secondary main across the spillway. The ordinance passed unanimously.
File number 2025-0059: The council approved rescinding Ordinance 2410-6 and authorizing a 0.104-acre temporary construction servitude over property formerly owned by Storehouse Lane Investments LLC for the Ormond area flood-mitigation CN Railroad culvert installation project (P20801). Supporters called the measure long-awaited; the measure passed unanimously.
Planning and zoning items included several rezoning requests. File number 2025-0054, a rezoning to Manufactured Home Park for property on River Road in Hahnville, passed unanimously. File number 2025-0055, a rezoning to general commercial adjacent to Highway 90 (Naboo Brothers LLC), passed unanimously. File number 2025-0056, a rezoning request tied to a proposed boarding house in Norco, failed unanimously after council debate and public comment; council members cited opposition and a recommendation for denial from the planning department and planning commission. File number 2025-0057, a rezoning to allow single-family with manufactured housing, passed unanimously.
The council also approved a series of wastewater audit resolutions notifying the Louisiana Department of Environmental Quality that parish wastewater staff have reviewed municipal water pollution-prevention audits for the Destrehan wastewater treatment plant (LA00735398A I39862; file 2025-0063), the Hahnville/Hornville plant (LA0073521AI43357; file 2025-0064) and the Luling oxidation pond (LA0032131AI43356; file 2025-0065). Each resolution passed unanimously; staff described planned projects — including force-main replacements and plant expansions — to address overflows and aging infrastructure.
Other business included the appointment of Charlene Alexander Armstrong to the Library Board of Control (District 1), the proclamation schedule and parish-president updates on public works projects and parks. The council closed nominations and approved the appointment unanimously.
Many of the items were described by staff as part of ongoing planning, permitting and construction programs. Several contracts were described as multi-year task-order agreements to allow the parish to commission permitting and environmental work as needed.
