Board approves amendment to artificial-turf replacement fund to allocate 50% of field-use fees to fund

The Lake Oswego School District board voted on March 10 to amend its policy for the artificial turf replacement fund so that one-half of gross field-use fee revenue will be dedicated to the replacement fund and the other half will remain in the community schools fund.
Staff said the district's accounting and reporting treatment for the turf replacement fund was originally set up to comply with Governmental Accounting Standards Board (GASB) guidance that a dedicated revenue source be identified for the fund. The district has now operated field scheduling and fee collection in-house for more than a year and a half and staff presented updated revenue information that supported a changed allocation.
District staff explained that dedicating 50% of field-use fees to the turf replacement fund will help cover long-term replacement needs while the remaining 50% will more closely align with the community schools program's indirect costs for managing field requests — staff estimated the program spends a significant portion of two staff members' time responding to field-use questions and bookings.
Director Aaron moved to approve the amendment to the artificial turf replacement fund policy; Director Gupta seconded the motion. The board approved the policy amendment by voice vote.
Staff said the change will reduce near-term budget pressure on the general fund and help the district better match revenues with the maintenance and replacement liability for artificial turf fields.
