Council agrees to review community work agreements and project labor agreements at future work session

Under the council’s rules, Hurst presented the motion and obtained the support of two other council members—one second was recorded and at least two additional council members voiced support—satisfying the requirement to bring the item back to the council. Council President Coelho explained the practical next step: the motioner should provide supporting information to the council president within seven days and the council president will schedule a work session within 45 days.
Council members said they want staff input—particularly from public works and procurement—on feasibility, costs, and administrative impacts before the full council discusses potential policy or ordinance language. Supporters said CWAs/PLAs could increase local economic opportunities for workers, while others asked for staff analysis before any policy commitment.
The council recorded the request as new business and agreed to proceed with staff briefings and a future work session as outlined by the council rules.
