Commission backs rezoning to institutional floating zone for Faith Reformed Presbyterian Church

The Frederick City Planning Commission unanimously recommended that the mayor and city council rezone 4.08 acres containing Faith Reformed Presbyterian Church from low-density residential (R-4) to the institutional floating zone (ISD), which would make the existing church a permitted use in city zoning.
Staff told the commission that the church is an existing 3,061-square-foot building serving about 200 members with seven classrooms and a kitchen, and that the rezoning would not generate additional population. Staff found that public facilities for water and sewer were available, that current entrances and traffic patterns would remain unchanged and that the institutional floating zone is an appropriate tool for preserving such existing community uses.
The applicant s representative Jeremy Holder said the rezoning was necessary so that if the church is annexed the church would not become a nonconforming use. He asked commissioners to approve a positive recommendation so the congregation could continue operating and pursue any future expansion through an established city process. Commissioner Beattie moved the recommendation and the motion, seconded by Commissioner Buencium, passed unanimously.
The recommendation will be forwarded to the mayor and city council for final action.
