Council fills several boards and commission seats; recusals noted on one parks appointment

The Lynnwood City Council appointed new members to multiple advisory boards and commissions on March 10, voting by voice on several unanimous‑consent and individual motions.
Parks & Recreation Board: The council moved to appoint David Barber to Position 5 for the 2025 term and Quinn Van Order to Position 2 for a term through Dec. 31, 2027. Council members said Barber is a long‑time volunteer in the community and that Quinn Van Order’s private‑sector technology experience and prior advisory service would be valuable. Council member Parshall recused and abstained from the Barber vote because Barber had donated to Parshall’s political campaign; another council member also recused for reasons stated on the record. With those recusals, the motion for Barber carried by majority voice vote.
DEI Commission: The council appointed Rosa Maria (position 3) to a term expiring Dec. 31, 2028, and Zachary McGee (position 5) to a term expiring Dec. 31, 2025. Council members praised candidates’ passion and representation. Council requested that the four newly appointed commission and board members come forward for a group photo.
Consent items: By unanimous consent the council approved vouchers of $1,585,139.66 for the period Feb. 17–March 2, 2025, and payroll payments of $1,764,332.26 dated Feb. 21, 2025. Those items were included on the consent agenda and approved as written.
