Commission recommends rezoning at 1801 Mobile Road with plat condition

On March 10 the Planning and Zoning Commission recommended approval of a zoning change for 1801 Mobile Road, moving the property from Agriculture to Single-Family-5 to permit construction of a site-built single-family home, while noting the same infrastructure constraints raised for nearby Mobile Road properties.

Staff reported the parcel is not within 300 feet of an existing water or wastewater main and therefore must pursue either on-site septic or obtain approvals from Public Health and Environmental Quality and TCEQ. The property will use the private water supply serving Matthew Road Mobile Home Estates; access is via Mobile Road, a prescriptive easement maintained privately. The DRC again expressed concern about the lack of supporting municipal utilities and services.

One resident, Tracy Nguyen, filed a speaker card in support and noted the property is on a well-maintained private road and that a septic system, well and meter at the street were planned; she also described an expected single-family home size range of 2,500 to 3,500 square feet on her card. Commissioners reiterated the recurring tension between the cost to extend public infrastructure and homeowners’ desire to build site-built homes. The commission approved the rezoning subject to the DRC condition that the applicant obtain and file a plat with the county prior to building permits; the motion passed unanimously among those present.

Next steps include forwarding the recommendation to City Council and any technical review of water/septic by Public Health and Environmental Quality and TCEQ if applicable.
