Council members used a ranked selection process administered by the clerk: each council member named top choices from the five candidates in successive rounds, with ties resolved either by additional rounds or by short executive sessions. The transcript records a three‑way tie for third place during the preliminary ranking; the council then voted to break that tie and advanced a final slate of three candidates.
In the final rounds, the top two candidates were Robert Lutweiler (recorded in the transcript with spelling variations) and Jessica Roberts. A tie in one final round led the council to return to executive session for additional discussion. After reconvening, council members cast a decisive vote in favor of Jessica Roberts.
