The application, filed by David Najafi on behalf of Robtown Enterprises, initially requested a change from Community Office (CO) to Community Retail (CR). Staff said the site already contains operating businesses — restaurants and offices — that would be permitted in CR and, following a recent city council amendment, are now permitted by right in NS as well. That council action removed a prior requirement that restaurants in NS needed a special‑use permit, making NS an appropriate and less‑intensive zoning category for the site. A city attorney or staff presenter explained that recent amendments now allow restaurants in NS by right.
Tracy Ford Spellman, counsel for Robtown Enterprises, confirmed the applicant is receptive to Neighborhood Services. The staff presenter and members of the commission emphasized NS would allow restaurants and personal services (nail salons, barbershops) while limiting more intensive CR uses that could increase traffic through residential areas.
A motion to approve the staff recommendation for NS passed unanimously.
