Bellbrook City Council on March 10 amended Ordinance 2025-O-05 and approved supplemental appropriations totaling $40,000 to cover personnel and critical information-technology needs.
Councilwoman Cyphers introduced the ordinance, which she described as an amendment to the 2025 annual budget to address additional personnel and operational costs. The council moved to amend the ordinance’s emergency clause; the amendment changed the stated emergency reasons to read, in part, "and for the further reason to provide required funding of personnel expenses and for the purchase of critical information technology equipment." The amendment was moved and seconded and passed by a council roll call.
City Manager Rob explained the requested appropriations: $10,000 for personnel to fund a part-time administrative assistant while a long‑time employee prepares for retirement and is temporarily absent; $30,000 for IT equipment and repairs after a power outage damaged a UPS and other network components, including a new network switch and upgraded firewall. Rob said the funding would also allow contracting with the Shared Resource Center for temporary financial and accounting assistance related to new GASB requirements and other staffing transitions. "That allows us to replace and repair that as well as a new network switch with firewall," Rob said when explaining the IT need.
After the amendment passed, council moved to adopt the ordinance as amended and declared it an emergency measure to take effect immediately. The recorded votes show affirmative votes from the council members present.
The ordinance directs staff to purchase the approved IT components, fund the part-time administrative support, and contract as needed for short-term financial expertise. Council members characterized the spending as necessary to maintain city operations during a personnel transition and to protect city network services following the recent outage.
