Council approves engineering and planning contracts for on-call services, safety plan and Alexander Village; EDC land cleanup also approved

The Balch Springs City Council approved several planning, engineering and economic-development actions aimed at advancing the city’s capital-improvement and development goals.
Council accepted the staff recommendation to enter contract negotiations with Freese and Nichols (listed in meeting materials as Fries and Nichols) for on-call city engineering and architectural services (RFQ 2025-00-02). Staff said the firm has been the city’s on-call engineering contractor and scored well during the RFQ process; funds are budgeted in the construction management and contracting-services accounts.
The council also accepted an RFQ award and authorized entering negotiations with Kimley‑Horn for planning and engineering services to develop a Comprehensive Safety Action Transportation Plan. Staff said the city received a U.S. Department of Transportation grant of $160,000 and a local match of $40,000 budgeted in the city’s CIP program; Kimley‑Horn helped prepare the grant application and was recommended for the planning contract.
Separately the council authorized a contract with Kimley‑Horn for engineering services in support of the Alexander Village mixed‑use development, not to exceed $44,441.25. Staff said the work is funded by the EDC Type A board and is required by an economic-development agreement to provide access improvements connecting to I‑20.
Finally, the council approved a contract with Kelly Williams Texas LLC for debris and trash removal on a 14‑acre EDC-owned tract (trash and tree removal, clearing up to 3-inch caliper trees), not to exceed $45,000. Staff said the cleanup is intended to make the property more marketable for future mixed-use development and to mitigate reports of illegal activity on the site.
All measures passed on roll-call votes.
