Shelby County Circuit Court clerk presents unchanged FY26 budget; notes $93,000 data-processing fund

Michael Burnett Joyner, chief administrative officer for the Shelby County Circuit Court clerk’s office, and Fred Doris, executive administrator, told the Budget and Finance subcommittee that the Circuit Court is not requesting additional operating funds for FY26 and expects its budget lines to remain the same as approved for 2025.
Joyner said the office has already worked with the subcommittee on salary and fringe items and is not seeking further increases. Fred Doris added that the clerk’s office operates a separate data-processing fund (Fund 080) that holds roughly $93,000; the office is coordinating with the budget department to add an appropriate technology line item to the FY26 budget tied to those funds.
Joyner and Doris discussed increased electronic filing volumes as a driver of staff workload and endorsed the broader county effort to modernize case-management systems and integrate court systems with the county’s planned ERP. They described how electronic filings require staff to validate filings and documents that sometimes are misfiled, which remains a labor-intensive task.
The subcommittee did not take formal action on the Circuit Court presentation. Commissioners asked about staffing, technology and coordination with the county’s IT and budget teams; Joyner and Doris responded that the office promotes from within, directs staff to tuition-reimbursement opportunities, and supports integration with county IT efforts.
