Committee reviews bill to update Minnesota gasoline standard to latest ASTM specification

Senate File 621, introduced March 10, 2025, would update Minnesota's reference to the specification for spark‑ignition automotive gasoline so the state statute mirrors the most recent ASTM standard, Sen. Dames told the Senate Committee on Agriculture, Veterans, Broadband and Rural Development.
Mike Carbo, Midwest region director for the American Petroleum Institute, testified the change would adopt ASTM revisions (published in 2024 and modified in July 2024) that update volatility tables and evaporative distillation requirements for gasoline and ethanol blends. Carbo said the updates are technical and allow more efficient refinery operations, slightly higher gasoline volume and reduced risk of refinery noncompliance "without affecting the consumer's overall vehicle performance." He told the committee that most states adopt the latest ASTM version and that several neighboring states had recently updated rules; he said there is no known opposition to updating Minnesota's statutory reference.
Sen. Dames introduced the bill and Mr. Carbo stood for questions; the committee laid Senate File 621 over for possible inclusion.
