At its March 10, 2025 meeting, the Cascade City Council heard a detailed plan and cost estimate for reconstructing Third Avenue Southwest and Hayes Street Southwest and authorized staff to apply for two grants to help fund the work.
Jake Deaver, a consultant with MSA in Dubuque, presented the concept for a residential street reconstruction that would replace aging utilities and rebuild the roadway. "The concept was built around, basically, residential street reconstruction. We assume 31 foot back to back with 5 foot curbside walk on the west and north side of the street," Deaver said. He described replacing an existing 4-inch water main with an 8-inch main, replacing sanitary sewer manholes and mains, extending or replacing water and sanitary laterals to the property line and replacing storm sewer components along the corridor.
