City planning staff told the commission the property is functionally residential, appears to have been built before 1959, and is shown as low-density residential on the city's future land-use map; staff recommended approval to facilitate a lending transaction. "So staff recommendation is for approval," Elliot told the commission.
Commissioners opened a public hearing for the item and solicited public comment; no members of the public who joined the meeting offered remarks. During deliberations, commissioners characterized the request as straightforward and consistent with the future land-use designation. One commissioner asked whether the parcel had ever been used commercially; staff said it had not been used as a commercial business.
The commission then voted on a motion to approve the zoning amendment. Hillary called the roll; Commissioners Steiger, Danielson, Forrest, Keaton, Enders and Reininger voted in favor. The chair closed the item after the roll-call vote.
