Neighbor asks for notice on Fair Oaks/Harper construction; manager says private school sketch plan filed across from Holder Road

Patsy Thomas, a resident of 7551 Fair Oaks Drive, told the Village of Clemmons Council on March 10, 2025, she is concerned about the timing of site clearing and construction at the corner of Fair Oaks and Harper and asked whether the village receives notice as work proceeds.
Thomas said she moved near the site in November 2022 after her husband had a stroke and that she looks out on woods near the property. She said she has no objection to the development but is anxious about when clearing and parking-lot work will begin and whether the village will provide notice to nearby residents. "...I'm just curious whether the town council has a right to hear when construction is going because Trinity Alps can't tell us anything," Thomas said. She asked the clerk to take her phone number so staff could follow up.
Clerk Short told Thomas the village would get what information it could from the developer and asked for her contact information so staff could follow up directly.
Separately, Manager Gannell told the council that the North Carolina Department of Transportation and the county planning department have received a sketch plan for a proposed private school located across from Holder Road. Gannell said the site is in county jurisdiction, that schools are permitted on the tract, and that the project will proceed to the county planning board rather than the county commissioners. "It will not have to go to the commissioners," Gannell said. He added that the village's stoplight project currently has funding only for design and right-of-way acquisition, not for construction.
Assistant Manager Flight also noted that traffic-count devices had recently been deployed at several intersections under MPO-funded work and were present for about two days; the counts were part of planning and not necessarily tied to any single application.
No formal council action was taken on either the Fair Oaks/Harper construction timing question or the private-school sketch plan notice; staff indicated they would follow up with the resident and keep the council updated as county planning proceeds.
