BSRB signals support for digital license seals; board will keep option for printed certificates

Leslie Allen described the options: some agencies embed a secure digital seal on electronic certificates and allow licensees to print their own copies; others continue to offer a board-printed certificate on stamped cardstock for a fee. Staff said the current physical stamping machine is aging and will eventually need replacement, and Acela can produce a protected digital seal the board could approve.
Several board members expressed support for a digital seal and for leaving the option to purchase a board-produced, framed certificate for registrants who prefer a printed item. Staff said the system can limit how often a digital certificate can be reprinted or can require a paid duplicate for additional hard copies.
The board asked staff to develop options and procedures for the May packet, including safeguards against misuse and pricing for printed certificates.
