Commissioners approve FY26 community corrections plans, grant applications and contingent appropriation

Britney Phillips, Riley County Budget and Finance Officer, presented community corrections budget and grant items at the March 10 meeting and the commission approved the plans and requests as presented.
Phillips said the county's state fiscal year 2026 planning allocation for adult services is $478,595.29 and that a behavioral health allocation of $96,493 is provided by the state in partnership with Pawnee Mental Health. "This year, our total state fiscal year '20 '6 planning allocation for adult services is $478,595.29 and an additional $96,493 for the behavioral health," Phillips told commissioners. She said Pawnee Mental Health will contribute toward salary differences when the state allocation does not fully cover local salary increases.
The commission voted to approve the FY26 adult services comprehensive plan and the FY26 juvenile services comprehensive plan. Phillips said the juvenile services planning allocation for SFY 2026 is $357,692.29. Commissioners also approved a juvenile reinvestment grant application covering fiscal years 2026 and 2027; Phillips said the two-year grant is funded through the evidence-based programs fund established under KSA 75-52-164 and implements evidence-based community programs for juvenile supervision and crisis intervention.
Phillips outlined the county's appropriation request for 2026 and said the recommended Riley County appropriation request was $143,500.37; she also said the county will again request $37,791.85 from Clay County to continue a prior contribution. The commission approved the 2026 appropriation request with the explicit condition that it proceeds if a 2.7% COLA is approved for county personnel.
Commissioners recorded the approvals by voice vote. Phillips said staff will submit the grant application to the state and implement the plans once state approvals and funding are finalized. She also noted that adult services funding this year is more flexible than in past years and can be used for a broader set of personnel and program needs.
