The board chair opened discussion by asking whether the review should be decided at the March 13 meeting. Commissioners and legal counsel debated parliamentary procedure for handling the review and possible amendments to the existing schedule; several members urged clarity so votes and motions would be unambiguous at the public meeting.
County Manager Shantel Robinson said staff had advertised that there would be a discussion about the meeting schedule for Thursday and that communications staff frequently asks whether the board wants sessions recorded. She said the county historically has not recorded Fourth Floor workshops but can do so if the board directs; the communications team would need equipment and staff support.
Deputy County Manager Kyle Haney and county communications staff described equipment costs at about $5,000 to enable streaming/recording from the Fourth Floor. Commissioners expressed support for recording budget workshops and other Fourth Floor sessions and suggested placing the technology cost in next year's budget. One commissioner said the Fourth Floor setting is more conducive to round-table discussions.
The briefing closed with staff agreeing to include a clear agenda item on March 13 to continue the current schedule (Monday/Thursday briefings and a quarterly evening meeting) with the option for board members to offer additional motions on morning sessions or the evening meeting. Staff said they would prepare a clean motion and allow the board to consider modifications at Thursday's meeting. No vote was taken at the March 10 briefing.
