The ordinance, described by committee staff as an amendment to the Administrative Code to allow redactions where disclosure "may compromise personal safety," drew support from at least one service-provider representative and a request from the sponsor to consult further with survivors' advocates. "We have heard some interest slash concerns from the DV community, and want to have some time to talk with them about addressing those," Supervisor Mandelmann said before moving to continue the matter for two weeks.
Laura Thomas, senior director of HIV and harm reduction policy at the San Francisco AIDS Foundation, told the committee her organization supports the ordinance as written so far. "We also appreciate the potential protection that this ordinance may provide to our staff and board members in particular," she said, adding that her organization has pursued litigation related to executive orders from the current administration and is looking for statutory protections for staff and volunteers.
Clerk Victor Young reminded the public that written comments submitted by email or U.S. mail would be added to the file and that items acted upon by the committee would appear on the full Board of Supervisors agenda of March 18, 2025.
Supervisor Mandelmann made the motion to continue the item; Vice Chair Sherrill and Chair Walton voted aye and the continuation passed without objection. The committee did not take further action on the ordinance at the March 10 meeting; the item will return for discussion at the committee's next scheduled meeting.
The continuation gives the sponsor time to consult with domestic-violence and queer organizations cited during remarks and for staff to incorporate any requested clarifications. No formal amendments or language changes were adopted at the March 10 hearing.
