Wellington to piggyback Boynton Beach contract for lime‑sludge hauling after 60% price increase from incumbent

"A lime plant makes lime sludge, which we store at the plant and have to haul off from time to time," a staff presenter said. The presenter said the current vendor proposed a 60% increase that would affect the village by about $80,000 per year.
Purchasing staff identified an alternative piggyback contract with Devlin Site Paving & Utilities under Boynton Beach's contract at $19.98 per cubic yard, compared with the village's current price of $24.90 per cubic yard. Staff said that change would result in roughly a 20% decrease from the village's current rate and recommended approval of the piggyback contract.
Council members asked how long the village intends to keep the lime softening plant; staff said the village is targeting phasing the lime plant out by 2028 as membrane capacity is added. Staff described a strategy of taking the lime plant down for extended maintenance periods during the summer and gradually increasing membrane‑treated water share as new capacity is added.
Staff also described recent state revolving loan fund support for other water projects: almost $7 million of roughly $11 million for a meter replacement project was approved in February and staff are preparing a separate application to seek a grant for the membrane project. Staff characterized the low interest rate on the loan program (about 1.16%) as an important funding opportunity.
The council did not take a final vote during the agenda review; staff said they recommended piggybacking the Boynton Beach contract and would place the item for formal action.
