Office of Economic Inclusion reports 2024 DBE/TBE participation; countywide certified firms captured roughly 13.4% of eligible contract dollars

Lamont Robinson, director of the Office of Economic Inclusion, presented committed-participation metrics for November and December and a year-in-review for 2024. Robinson said approximately $468 million in contracts were awarded countywide in 2024, of which about $167 million was deemed eligible for DBE/TBE participation; certified firms held roughly $62.5 million in contract dollars, equaling 13.37% of total contract dollars awarded and a slight increase over 2023 participation.
Robinson summarized monthly figures and said the share of eligible contract dollars going to certified firms was strong in some months (about 37% on eligible contract dollars) but that monthly totals vary depending on the types of contracts awarded (for example, single-source equipment or specialty projects can skew eligibility). Supervisors asked for more detail on large-month variances; Robinson said staff would provide further breakdowns on request.
The director framed the results as a modest improvement year-over-year and emphasized efforts to increase both the size of the contracting “pie” and participation rates through targeted goals when projects allow.
