Planning commission approves Riverstone Valley amenity center, including pool and clubhouse

The Overland Park Planning Commission on Monday approved the Riverstone Valley amenity center plans—both the preliminary development plan (PDP) and the associated final development plan—by unanimous vote, allowing the homeowners association clubhouse, swimming pool and sports court to proceed subject to stipulations A–I (PDP) and A–K (final plan).
Planning staff presented a site surrounded by existing single-family neighborhoods and reviewed access, parking and landscaping. Planner Colin Victory told commissioners the site will be accessed from 180th Terrace with pedestrian connections to existing sidewalks, a parking field of 17 spaces (six of which are deferred), and a residential-style clubhouse façade using stone veneer, stucco and wood siding. Staff said the proposed parking count is acceptable for the use and recommended approval with conditions.
Architect Katie Martinovic, representing the applicant NSPJ Architects, said the team agreed with staff stipulations and would provide required details at final permitting. Victory noted that a photometric plan will be submitted with the building permit to address planned sports-court lighting; the applicant confirmed lights will be included for the distant court and that the photometric plan is a stipulation.
Commissioner Streeter Schaeffer moved approval of PDP 2025-01 subject to stipulations A–I; the motion passed 9–0. The commission then approved the final development plan DEV 2025-03 for the same amenity center, subject to stipulations A–K, by a 9–0 vote.
Stipulations require final engineering, landscape, and lighting plans to be approved before permits; staff said the building materials and detailed architecture will be reviewed at the final plan stage. The approvals allow the Riverstone Valley homeowners association to proceed with construction permitting and subsequent phases of construction.
