Resident raises ADA and pricing concerns about county vending contract; staff to follow up

A Miami-Dade resident told the committee during the public-comment portion that the county’s vending-machine contract with a vendor identified in the comment as ARCU Vending (contract EVN0003886) has multiple operational problems, including alleged price discrepancies, potential Americans with Disabilities Act (ADA) noncompliance of machines, incomplete equipment deployment months after the award, and unpaid payments to prior vendors.
Leonardo Bettoli, who identified himself as living at 1111 Crandon Boulevard, said he represents the industry concerns and described examples of price differences between comparable snack items and a 10-cent surcharge being charged on machines. Bettoli also alleged the county was losing revenue because the new vendor’s percentage offer combined with a flat-fee payment resulted in lower total payments to the county than the previous contract. He said some machines had not been fully deployed four months after the contract award and that payments were not made for November and December. Bettoli called ADA noncompliance “one of the ones that really matter to the county” and said the county could be liable if vending equipment was not accessible.
The committee chair asked that county staff stay after the meeting to speak with Bettoli. A staff member told the committee they would have staff reach out and review the issues. No formal action was taken during the meeting; the transcript records a staff commitment to follow up with the commenter and examine the contract EVN0003886.
Because the remarks were made during public comment and no formal agenda action occurred, the issues will be covered administratively by the Water and Sewer Department or procurement staff unless the commenter pursues a formal complaint or the committee places the matter on a future agenda.
