The Lubbock County Commissioners Court on Monday voted to adopt a revised employee handbook intended to consolidate and modernize county personnel policies.
Melanie Hall, director of human resources, told the court the rewrite reduced the handbook from 103 pages to 52, involved legal and departmental review and included updated plain-language forms and policies aligned with the county's Tyler Human Capital Management system. "Rachel took the lead on this initiative," Hall said, and she thanked multiple HR staff and the civil division of the district attorney's office for input.
Commissioner Corley moved to adopt the handbook; Commissioner Daugherty seconded the motion, which passed.
What changes the county flagged: HR said the handbook clarifies leave policies, pay-code and accrual processes, updates the county's policy on weapons on county property, and provides new forms designed for the county's HR system. Hall said departments and elected officials were consulted and that significant policy changes were discussed individually with members of the commissioners court.
Distribution and training: Hall said hard copies will be provided to every county employee and that staff will sign an acknowledgement form confirming receipt. The county will schedule training sessions to review key changes as handbooks are distributed.
