The court first approved Order 2025-16, granting an exemption under Texas Local Government Code section 262.024 from competitive-bidding requirements because the product was available from only one source. The court then approved the contract renewal with GovOS for the software that manages property records, birth, death and marriage records, and a property-fraud alert service.
County staff explained that the software replaced prior products from a vendor named Cofile (which now focuses on preservation) and that GovOS provides record access and a free fraud-alert service that notifies a subscriber when a document matching their name or legal description is filed.
Commissioner White moved approval of the exemption and contract; Commissioner Woolley seconded both motions. Both items carried unanimously.
County staff told the court that if a recorded document appears to be fraudulent, the clerk’s office can forward the matter to the county attorney or district attorney for further action. The court encouraged residents to sign up for property-fraud alerts if they are concerned about unauthorized filings.
