Godley resident says county roadwork altered groundwater, damaged private property

Glenn Ferguson of Godley used the court’s public-participation time to describe damage he says resulted from recent county-contracted road work on County Road 1233A.
Ferguson told the court that a contractor removed an entire section of roadway and paving, creating a low spot that now channels groundwater under the road and onto his property. He said the change turned a previously dry stretch into a swamp that is now several inches deep and hundreds of feet long, prevents him from maintaining the easement in front of his home, and presents a safety hazard.
Ferguson said he documented the condition with satellite photos, elevation points and time-stamped photographs showing the site dry and then filling with water within an hour. He said crews later dropped asphalt into the area and that a supervisor told him “I don't have to talk to you. This is my road. Get out of the way of the equipment,” language he recorded on video. He said a constable told him he had been warned for interfering with county work.
Ferguson asked the court to have the county repair the damaged section and to review contracting practices that he said produce low-quality, short-lived repairs. He said the condition puts his liability and homeowner insurance at risk because he cannot maintain the easement in front of his property.
The court noted it could not respond directly to matters not on the agenda but said it appreciated Ferguson bringing the issue forward; the judge said he would call Ferguson later to follow up.
