The Halifax County Board of Commissioners approved a resolution authorizing an interlocal agreement to provide animal-control services to the Town of Weldon.
Christina Wells explained that the county already had interlocal agreements with the towns of Halifax and Scotland Neck and that Weldon requested to contract with the county for animal-control enforcement. Under the proposed arrangement, the town will rescind its local animal-control ordinance and adopt the county’s ordinance so the county can uniformly apply enforcement. Wells said the towns pay the county on a per‑capita basis to cover personnel costs.
Commissioners discussed equity issues raised by residents who pay both municipal and county taxes; staff explained municipalities that choose to contract with the county typically budget for the added service and that the county has increased staff in animal control to handle municipal workloads. Commissioners and staff noted the agreement will be prorated for the remainder of the fiscal year and revisited after the July 1 salary adjustments.
The board voted unanimously to adopt the resolution authorizing the interlocal agreement. Wells said the county will work with the town administrator on outreach so Weldon residents know the change and the invoicing schedule.
