Board amends CDBG neighborhood revitalization grant project ordinance to speed contracting for Lincoln Heights work

Halifax County approved an amendment to its 2022 CDBG neighborhood revitalization grant project ordinance to allow the county manager and designated staff to execute procurement and contract documents to expedite construction, remediation and administrative work in the Lincoln Heights neighborhood.
The Halifax County Board voted to amend the CDBG (Community Development Block Grant) 2022 neighborhood revitalization project ordinance to give the county manager and other designated officials authority to solicit bids, procure contractors and execute contracts necessary to implement the Lincoln Heights revitalization project.
Christina Wells and Mike Scott explained the amendment will streamline administration of a $750,000 HUD CDBG grant that funds construction of a community center in Lincoln Heights, rehabilitation of two homes and grant administration. Staff said the Lincoln Heights Community Center will own and manage the construction contract for the community facility and that the county will act as an administrative subrecipient in order to pass funds to the nonprofit and manage HUD requirements.
The board also heard that lead‑based paint testing and radon mitigation procurement steps have started and that an architect has been procured for the project. Commissioners voted to approve the amended grant project ordinance and the delegation that allows staff to move forward with procurement without returning to the board for each contract.
Commissioners asked for status updates on ground‑breaking and procurement; staff said preliminary contract work is under way and tests and pre‑construction steps have begun. The motion passed unanimously.
