Adams County approves health insurance renewal, switches dental plan to Humana

Adams County Board of Supervisors voted to approve the county's health insurance renewal and to change the county dental plan to Humana during a regular meeting where staff walked the board through multi-year claim and reinsurance costs.
Board members voted 3-1 to authorize the county's health insurance contract after a presentation that compared reinsurance costs and the county's exposure to "lasers" ' unusually large stop-loss exposures on individual claims ' across recent years. The board separately approved switching the county dental plan to Humana with a two-year rate guarantee.
The county's benefits presenter, identified in the meeting as Mister Parker (county benefits staff), showed the board how reinsurance fixed costs and laser exposures moved between 2021 and 2024. Parker said the combination of fixed reinsurance plus laser exposure peaked in some years near $1.9 million and that the most recent quote with a $50,000 specific deductible was about $818,000 in fixed reinsurance cost. He told the board he preferred the $50,000 specific deductible over a $75,000 option because "two new specific deductibles would eat up that $141,000 savings," and that he felt "safer with a $50,000 spec" given the county's claims history.
Parker also summarized that the county had received returned funds from the prior plan''a sign that historical reserve accounting and reconciliation had reduced net exposure in prior years. He urged the board that keeping the lower specific-deductible figure would provide more predictable costs for the county despite the slightly higher fixed premium.
Supervisor Samuel (identified in the meeting as "Miss Samuel Wilson") asked to wait for a full board when possible; she said she preferred all supervisors be present for a contract decision. Board President Wilson and other supervisors discussed timing, and the board voted on the contract after brief discussion.
On dental coverage, staff said Humana offered a two-year rate guarantee and would reduce premium costs for 42 employees while increasing costs for a smaller group (primarily some employee-plus-child and family tiers). Staff recommended Humana because it produced the best net result among multiple competitive quotes and provided the card-based member experience employees prefer. The board approved Humana for dental coverage by a voice vote.
The board's action on the health insurance contract authorizes county staff to finalize the reinsurance placement consistent with the terms presented to the board; the dental change will be implemented for open enrollment scheduled by staff.
Why it matters: health insurance reinsurance and carrier choices affect the county's budget stability and the employees'out-of-pocket exposure. Large individual claims ("lasers") were the principal driver of the reinsurance discussion; the board's choice balances modest premium savings against the risk of hitting large deductible exposures.
