Commission discussion focused on whether to prioritize longtime recipients or to distribute smaller amounts more broadly. Mulhern noted past missed payments to some organizations were caused by staffing and email issues at recipient organizations and said applicants had been informed that amounts might change pending the state grant decision.
After discussion, a motion to break the $10,000 into an equal-patterned distribution carried 4–3. The commission announced the allocations during the meeting: Friends of Leesburg Public Arts (FOLPA) to receive $5,000; Loudoun Youth Inc. and Loudoun Community Band each to receive $625; and Loudoun Ballet, Arts for All Loudoun, and Loudoun Chorale (listed in materials as "Loudoun Corral/Chorale") each to receive $1,250. Commission members cautioned that these awards assume the town receives the state matching funds; Mulhern said staff would adjust awards if the match is reduced.
Mulhern reminded commissioners that award eligibility requires organizations to be nonprofit and that funds must be used for events rather than school or general fundraising activities. She also said the town would verify 501(c)(3) status for certain applicants.
The commission will forward the recommended awards to Town Council for final approval and will notify applicants. Mulhern said paperwork to the Virginia Commission for the Arts had already been submitted and the town expected to hear about the state grant in late spring or early summer.
The commission's vote and the allocations will be subject to change if the state award is not granted or if Council modifies the recommendations.
