Medina Valley ISD superintendent links 1% attendance gain to $630,000; updates Creek View opening, rezoning and facilities

Scott Kalas, superintendent of Medina Valley Independent School District, said increasing the district's annual daily attendance by 1% would raise state funding by about $630,000 and outlined construction and planning milestones for new and expanding school facilities.
Kalas emphasized that attendance affects both classroom learning and state revenue. "When students are absent they miss important instruction and learning in the classroom," he said, and "If they're not in the classroom they're not learning which can create challenges for our students and teachers." He added, "Increasing our district annual daily attendance by just 1% can increase our district's funding by $630,000."
Why this matters: Higher attendance means more instructional time for students and more state funding for the district, the superintendent said. Kalas described steps the district is taking to boost attendance, including forming an attendance task force and increasing districtwide reminders and messaging.
Kalas provided facility updates. He said Creek View High School is scheduled to open in fall 2026 and that the district plans to select a contractor and begin construction soon on a third new school, referred to in the remarks as "Bridal School Number 3," which the superintendent said is planned to open in fall 2027. Construction was also described as starting soon on a new agriculture and Junior Reserve Officers' Training Corps building at Medina Valley High School.
On student assignment and planning, Kalas said the district created a high school attendance rezoning committee, with a goal of approving attendance zones "by early summertime" so families have about a year to plan for the new Creek View campus. "This will also allow the students that will attend Creek View to start developing a strong culture and excitement around their new campus," he said.
Kalas also noted an ongoing compensation task force composed of district staff that meets regularly to review school finance and compensation-related topics and will provide feedback for compensation planning for the next school year.
Kalas closed his remarks by highlighting district recognition and thanking staff and the community: "MBISD was recently named a finalist for the HUB Excellence in Education Award," and he said he is proud to serve the district before wishing everyone a "wonderful spring break."
