The proposed composition includes representatives from the Escondido Police Officers Association, Escondido Firefighters Association, San Diego County Taxpayers Association (a vacancy noted), a business community member, an at-large member and an alternate. Meetings would be subject to the Brown Act, and the committee is currently structured to meet twice annually for formal reporting.
Staff asked the council whether the oversight committee should be limited to an audit and reporting function or whether it should also be empowered to solicit public input and form subcommittees. Staff warned that if the committee performs outreach or forms subcommittees, it could require additional staff support and explicit direction on public-notice procedures and Brown Act compliance.
Councilmembers expressed interest in providing the oversight committee with clear guidance and asked staff to draft a simple resolution or guiding document that could be shared with prospective appointees. Several members also asked that appointments be made soon, with the committee seated after the council approves the guiding document so members begin with clear terms of reference.
