Commission approves small building-envelope expansion for Lot 3, Eckerhills Plot C

The Snyderville Basin Planning Commission on Feb. 25, 2025 approved a plat amendment to expand the building envelope on Lot 3 of Eckerhills Plot C at 3356 Buckboard Drive by 1,129 square feet.
Jennifer Leslie, the county planner assigned to the project, told commissioners the parcel is 1.33 acres in the Hillside Stewardship Zone and that the proposed expansion would enlarge the building envelope to 4,770 square feet to encompass grading performed outside the original envelope. Leslie said the amendment does not increase density and would not encroach into slopes above 30 percent. She also recommended a condition clarifying the building envelope would serve as the limits of grading on the property.
Applicant Luke Finney addressed the commission and said the intent is to bring previously disturbed areas into conformance with the lot’s building envelope. “The intent here was just to bring the building envelope back into conformance because the previous owners and the ones who constructed this house had ... issues on the prior topo and building envelope setup,” Finney said.
No public objections were received in writing and no neighbors spoke at the hearing. After discussion, a commissioner moved to approve the plat amendment subject to the findings and conditions in the staff report. The commission voted in favor in roll call; the motion passed 5–0.
The approval includes the staff- recommended condition that the building envelope also serve as the limits of grading for the lot; any future building or grading that would disturb slopes over 30 percent would be subject to separate review and not authorized by this plat amendment.
