Planning staff member Hutchison, who sponsored the motion, summarized changes made after the item was tabled at a prior meeting, including lengthening allowable hours per day from four to six and clarifying language distinguishing private, invitation-only events from vendor activity open to the public. Hutchison said those were the “big ones” from the prior discussion.
Hutchison said the code remains under the village’s current moratorium on the subject and that, once approved by the commission, the amendment will move to the council for final enactment. “We currently still have this under moratorium,” Hutchison said, and staff expects council to act on the ordinance.
Motion and vote: Hutchison moved to approve ZC-24-8; a commissioner seconded. The minutes record affirmative votes from Commissioner McCullough, Commissioner Price, Mayor Carney and Commissioner Swank; the motion passed and the commission announced ZC-24-8 approved.
Commissioners and staff noted the timing was appropriate because the department has begun receiving inquiries from potential mobile-vendor users. No amendments were recorded at the commission vote. The commission’s approval sends the draft amendment forward to the village council for final consideration and removal or replacement of the moratorium as appropriate.
