Commission approves beer‑and‑wine permit for East Valley Boulevard restaurant despite ABC overconcentration finding

The San Gabriel Planning Commission on Feb. 10 approved planning case CUP24‑008, granting a conditional‑use permit and a determination of public convenience and necessity to allow on‑site sale and consumption of beer and wine at an existing restaurant at 534 East Valley Boulevard, Suite 10.
Staff identified the applicant as Queen's Garden Inc. (presenters later referred to the business as Kin's Garden); the tenant is an existing full‑service Chinese restaurant occupying approximately 721 square feet. The request was for an ABC type 41 license (on‑site sale of beer and wine only); no change in hours was requested and no live entertainment was proposed.
Planning staff and the San Gabriel Police Department recommended several conditions to reduce public‑safety risks and ensure compatibility: beer and wine may be served only in conjunction with food; installation of surveillance cameras near the cashier, entry and exit areas; management must notify police of crimes on the premises; and the police department may request a review of the conditions for public safety. Staff noted the census tract contains about eight type 41 licenses and described the area as an ABC overconcentration, but staff said it could make the findings required to approve the permit.
The public notice was mailed within a 500‑foot radius and the project was found exempt from CEQA under guideline section 15301 (existing facilities). The commission approved the CUP and the determination of public convenience and necessity on a 4‑0 roll call vote (Chair Schwartz, Vice Chair Krantman, Commissioner Carney and Commissioner McMorris).
