One member asked staff to explore whether capital outlay savings from recent land‑purchase planning could be used instead to shield employees from the payroll deduction; district staff replied that such transfers are uncertain and would require further legal/accounting review.
During debate board members discussed intent to revisit options later if funds become available and expressed a desire to restore fuller employer coverage in future budgets. The motion to implement the committee’s recommendation passed by voice vote.
The motion includes that any reinsurance recoveries will return to the insurance reserves, as stated by staff at the meeting.
