Housing Authority approves 114 project-based vouchers for Freedom West senior redevelopment

The San Francisco Housing Authority Commission voted Jan. 23 to enter into a housing assistance payment (HAP/AHAP) contract to reserve 114 project-based vouchers (PBVs) for a senior affordable housing redevelopment commonly referred to as Freedom West.
Kendra Crawford, housing operations director, said the PBV approval will cover 114 units — 81 one-bedroom units, 33 two-bedroom units — plus one manager unit. Staff said the units will serve households at roughly 30–50% of area median income and that the certificate of occupancy for the project is expected in December 2027. John Stewart Company was identified in the presentation as the property manager and Freedom West Homes Corporation as a co-developer with the John Stewart Company and Bayview Hunters Point multipurpose senior services.
Crawford described the vouchers as the first-phase action; she said a subsequent phase will include enhanced vouchers for approximately 188 residents. The commission approved the HAP contract on a roll-call vote. Commissioner Mary Anne Pikes voted aye, Commissioner Luana Kim voted yes, Commissioner Leroy Lindo voted yes, and President Joaquin Torres voted aye.
Staff said the PBVs are intended to stabilize the site and help residents whose rents exceed 30% of income. Once the building receives temporary or final occupancy and passes the Housing Quality Standards inspection, the authority will execute the HAP contract and residents will be able to lease up using the vouchers.
